The "EL" is a reference to the commuter train service provided by the CTA (Chicago transit Authority). Originally The "EL" was used as an abbrevistion for "elevated", refering for the train lines that are elevated above street level.
But today the term EL can be used to refer to any on the train lines, above or below street level.
